Why do you think it is that the rest of the industry thinks it is impossible to gain muscle while in a caloric deficit?
The industry does not understand the requirements for losing fat and building muscle, at the same time. So, what they do doesn't work well. Then, they repeat the same things and do "more" of whatever they do, which produces even less results.
